Community Services
The Community Services Department, formally known as Code Enforcement, is responsible for addressing property owners' concerns by enforcing the rules and regulations of the Spring Valley Lake Association. These rules and regulations include the CC&Rs, Architectural Policy Manual as well as the Rules and Regulations Manual, which were written and voted on by property owners. The Community Service staff were hired to enforce these rules. Community Services is located in the Community Building, 12975 Rolling Ridge and can be reached at (760) 245-3179.
 

Understanding the Code Enforcement Process

1. Community Service officers conduct a "sweep" of a tract. The officers check each lot and note any violations. They also check on complaints that property owners call in.

2. The department then sends out a Courtesy letter to the property owner. This letter informs the property owner of the violation and asks them to correct it.
* The property owner is encouraged to contact the department, if they need more time to correct it.

* Community Service's goal is to reach compliance, not to build up fines.

3. The violation is checked again.

4. If the violation has not been corrected, a Community Service officer photographs the violation and issues a Citation letter.

5. The Citation is reviewed by the Citation Committee, which is made up of other property owners. The cited resident has the opportunity to explain extenuating circumstances to the committee.

6. The Citation Committee makes a recommendation on the Citation to the Board of Directors.

7. The Board of Directors determines the outcome and the fine.

The most common complaint ...
Leaving trash receptacles on the curb past the trash pick-up day. This may seem like nitpicking, but it is the number one complaint from homeowners. The rules state: Trash receptacles must be screened or removed from view the same day following trash pick up. It cannot remain beyond the front line of the house. It needs to be behind a gate or even lattice, if it is placed on the side of the house.
