The Executive Team at Spring Valley Lake Assocation combines nearly a century of management experience in various fields of endeavor. Two of the department heads hold the Certified Manager of Community Associations (CMCA) designation. General Manager, Osmar Castro, Controller Beatrice Sargbah, Chief of Public Safety, Art Akins, and Community Services Director, David Martinez collectively supervise the myriad functions that make up a large scale homeowner's association. Under the policy established by the Board of Directors, the Executive Team's objective is to make Spring Valley Lake an enjoyable place to live, and to provide the best possible services within the confines of budgetary considerations and the limitations of existing amenities.

Osmar Castro, CMCA, General Manager
Osmar has over seven years of leadership experience in the United States Army. His last position as platoon sergeant, before being honorably discharged from the military, prepared him for the exciting challenges of managing the operations of SVL. His military career provided travel to Georgia, Texas, Korea and California, where he decided to stay. He is a member of the VFW and an honor student currently pursuing a degree in social sciences and also has completed multiple management, planning and safety courses. In his spare time, he enjoys trying out new restaurants and exercising with his lovely wife, Melinda, and riding motorcycles with his children. Osmar can be reached at . |

Beatrice Sargbah, EA, CPA, Controller
Beatrice Sargbah has over seven years experience in finance. She received her degree in the Philippines as well as her Masters in Business Administration. She came to California 7 years ago. She met her husband, William, here. Having moved up from Oranage County, they now reside in Victorville. Bea's last position was working for the L.A. City office of Finance. |

Arthur Akins, Chief, Public Safety
Arthur Akins oversees the Public Safety Department. Art just recently retired from 27 years of law enforcement service. He is currently working on his Bachelor’s degree, is a 5th degree black belt in the martial arts and a kick boxing instructor. He is an executive board member for a non-profit organization called the Future Black Belt Hero which helps under privileged / problem children enroll in a karate program to build confidence, discipline and a good positive outlook . He has been married for 30 years and has two daughters. His wife and oldest daughter earned their Bachelor’s degrees from the California Baptist University and commemorated the moment by walking across the stage together.
