Spring Valley Lake Association
Architectural Manual
Effective September 1, 2010

The Board of Director's at their regular meeting on August 24, 2010 voted on the Final Adoption of the new Architectural Policy Manual. Conditional approval notice, the manual and changes were mailed to all members that complied with California Civil Code 1357.130 on July 12, 2010. The new manual is available on our homepage at www.svla.com or from the Association Office at 13325 Spring Valley Parkway in Spring Valley Lake.

The effective date of the new Architectural Manual shall be September 1, 2010. Any projects submitted to the Architectural Committee for consideration on or after September 1, 2010 shall have to comply with the new Manual.
To comply with California Civil Code 1357.130 this Notice is published within the Official Means of Communication of the Association the Breeze Magazine and shall be mailed to all members.

MAINTENANCE ROADWORK
Riverside/San Bernardino Counties - In an effort to keep you informed and to alert you of any maintenance roadwork that may cause delays, Caltrans provides a weekly update. The information below is not all maintenance work on state highways, but some work that you may want to avoid as you commute around the Inland Empire.

The Lake Aeration Process to Begin

Maintenance has completed installing the three compressor driven aeration systems. The systems require a one week startup cycle to slowly begin the lake turn over. The reason - The last four feet of water at the bottom of the lake is dead and contains a great deal of Hydrogen Sulfide gas solution. This rotten egg smelling gas is unhealthy for the fish. So, the start up cycle will be a run time of 15 minutes daily, leading up to several hours. This will allow a gentle off gassing of the Hydrogen Sulfide without causing too much to be dissolved into the higher water column, which could cause a fish kill. NOTE - EVERY lake has this same situation at varying times of their lives.

The aeration devices create a column of small air bubbles approx. 16 square feet. The bubblers are located on the lake bottom in the north, center and lower center of the lake. There will be a noticeable ROTTEN EGG smell around the bubble columns, as well as a DIRTY APPEARANCE to the water in those areas. Please make sure that you provide correct information to any member asking about the aeration areas. The smell will dissipate over the next couple of MONTHS. And the dirty water will settle down in a shorter time frame.

The purpose of these systems - once the lake bottom dead water is turned over and oxygenated, healthy bacteria will begin to live at the bottom of the lake. The bacteria will then begin to breakdown and digest the dead organic matter that is resting on the bottom. (This process is just like composting in the garden) This will then allow for plants to return to the lake bottom. Over time, this will improve the health and appearance of the water.

ASSOCIATION DUES
TO ALL PROPERTY OWNERS:

The final quarterly payment of $232.25, was due August 1, 2010. If you wish to pay the remaining balance in full, you may do so.  The total annual payment is $929.00. There are no finance charges or penalties for paying quarterly. Any payments not received by the 15th will be considered late.

Payments are to be made in the form of check or money order only. No cash or credit card payments will be accepted. You can also arrange, through Haney, automatic payments via electronic funds transfer (E.F.T.) from your checking account on a date you designate.
